Proposal & Estimation Engineer

Location:                      Erbil
Working schedule:      5 days a week.
Open to:                       Iraqi locals only

Job Responsibilities:

-Candidate must have demonstrable expertise and experience in oil and gas, energy and infrastructure EPC & Plant maintenance proposal preparations and Estimation/ Costing.
- Lead  the  development  and  preparation  of  EPC  (Engineering,  Procurement,  and  Construction)   and Maintenance proposals in response to client requests and tenders from various energy industries.
- Coordinate with various teams to gather necessary technical, commercial, and contractual information.
- Develop proposal strategies aligned with the organization's goals and client requirements. Conduct market research, competitor analysis, and client profiling  to gain insights  and enhance the competitiveness of proposals.
- Collaborate  with engineering, procurement, and construction  teams to assess project scope, technical requirements, and associated risks. Identify potential risks and propose mitigation strategies to address project challenges effectively.
-Work closely with the cost control team to develop accurate and competitive cost estimates for EPC and related projects.
-  Ensure that the cost estimation aligns  with the project scope, technical  specifications,  and contractual requirements.
- Coordinate and collaborate with various departments, including engineering, procurement, legal, finance, and commercial, to ensure all aspects of the technical and commercial proposal are addressed accurately and comprehensively. Ensure compliance with client requirements and proposal submission guidelines .
- Prepare and deliver presentations to clients,  showcasing the organization's  technical  expertise, project approach, and value-added services.
- Participate  in client meetings, clarifications,  and negotiations during the proposal evaluation  and project
delivery phases.
- Conduct thorough reviews of project risks, terms, and conditions in client contracts.
-Collaborate with the legal team to identify any legal or contractual risks and propose necessary modifications or amendments.
- Maintain a database or system to track and monitor the status of proposals, ensuring timely follow -up on
pending proposals. Prepare reports and analysis on proposal success rates, lessons learned, and areas for improvement.
-Continuously improve the organization's proposal management processes, tools, and templates. Incorporate lessons learned from previous proposals to enhance the efficiency and effectiveness of future proposal development.



Requirements:

-Education: Mechanical Engineering Degree / Mechanical Diploma.
-Experience: 10 years minimum.
-Languages: Fluency in English and Arabic languages, Kurdish is a plus.
-Competences:  Primavera -6, Microsoft Project, Excellent MS Office Skills, Specifically MS Excel.
