Summary: We are looking for a proactive and detail-oriented HSE Officer to ensure the effective implementation of health, safety, and environmental (HSE) plans and procedures on site. The ideal candidate will work closely with the workforce, supervisors, and subcontractors to promote safety awareness, ensure compliance, and mitigate risks during operations.

Key Responsibilities
  • Implement and monitor site-specific HSE plans and procedures.
  • Conduct internal HSE inspections and supervise on-site compliance with HSE standards.
  • Deliver HSE inductions, toolbox talks, and training sessions.
  • Enforce the effective implementation of Life Saving Rules and other safety practices.
  • Disseminate HSE rules, procedures, and bulletins to the workforce.
  • Support the preparation of Job Safety Analyses (JSA) and ensure compliance with safety risk assessments.
  • Inspect and verify subcontractor activities and equipment compliance.
  • Oversee the Permit to Work system and ensure its proper application on site.
  • Report incidents and assist in investigations to identify trends and corrective actions.
  • Monitor the handling and use of hazardous materials and supervise environmental controls.
  • Track and report HSE Key Performance Indicators (KPIs) for site operations.
Requirements
  • Proven experience as an HSE Officer in construction or industrial projects.
  • Strong knowledge of HSE procedures, risk assessments, and incident investigation processes.
  • Familiarity with safety practices such as Permit to Work systems, Job Safety Analysis, and Life Saving Rules.
  • Excellent communication and training delivery skills.
  • Ability to liaise effectively with teams, supervisors, and subcontractors.
  • Knowledge of environmental controls and hazardous material management is a plus.
